Virginia’s Live! Temporary Casino Set for January Opening as Regional Land-Based Boom Accelerates

A $75,000-square-foot temporary casino in Petersburg, Virginia, backed by Live! Casino Virginia, is on track to open in January 2026, city and industry officials confirmed on October 24, 2025. The facility – intended as an interim destination while a permanent resort is developed – is expected to employ roughly 500 workers and reshape the regional gaming landscape as more land-based projects come online across the United States.

The temporary venue will feature a broad mix of slot and table gaming, dining outlets and a sportsbook footprint, officials said, designed to serve immediate demand while construction continues on the full-scale resort. Penny Parayo, a seasoned gaming executive tapped to serve as general manager, will lead operations at the temporary site, organizers announced. The move aims to accelerate revenue generation and local hiring ahead of the permanent complex’s completion.

What the Temporary Casino Means for Petersburg and the Region

City leaders stressed the economic rationale behind the accelerated timetable. The temporary facility is projected to create 500 direct jobs and generate tax revenues that will support local services and infrastructure. Developers and municipal officials argued the interim launch also creates a testing ground for operations, marketing and staffing models that the permanent resort can scale.

Supporters say the phased approach mirrors several recent land-based rollouts nationally, where operators open temporary or partial facilities to capture market share while final permits and construction continue. Skeptics, including some community advocates, have urged detailed commitments on traffic mitigation, workforce training and local benefits tied to the temporary license.

Industry Context – A Broader Land-Based Surge

The Petersburg plan arrives amid an uptick in land-based casino activity nationwide. Several tribal and commercial projects have moved from riverboats and temporary gaming to permanent land sites this year, while municipal partnerships and county-led investments have grown more common as operators seek stable, diversified revenue streams beyond online play.

Analysts note that temporary openings can bolster cash flow and public support for larger developments, but they also require close regulatory oversight to ensure promised community benefits materialize. With the Petersburg temporary facility slated for January, attention will shift to staffing rollouts, permitting milestones and the timeline for the permanent resort.
